Adopted New Rules: N.J.A.C 19:13C
Fort Monmouth Economic Revitalization Authority Rules
The Fort Monmouth Economic Revitalization Authority has adopted the expired rules as new rules, pursuant to the Fort Monmouth Economic Revitalization Act (the Act), P.L. 2010, c 51 (N.J.S.A.) 52:27I-18 et seq.), consistent with, and in furtherance of, the Fort Monmouth Reuse and Redevelopment Plan (Reuse Plan)–the comprehensive conversion and revitalization plan for Fort Monmouth developed by the former Fort Monmouth Economic Revitalization Planning Authority (FMERPA) “… to encourage enlightened land use and create employment and other business opportunities for the benefit of the three host municipalities.”  Specifically, the expired rules proposed as new rules: 1) establish procedures for the lease of real property and accompanying personal property, pursuant to P.L. 2010, c. 10 (N.J.S.A. 52:27i-18 et seq.) at N.J.A.C. 19:31C-1; 2) establish procedures for the sale of real property and accompanying personal property at N.J.A.C. 19:31C-2; and 3) further the vision described in the Reuse Plan for land use, employment, and business opportunities in Tinton Falls, Eatontown, and Oceanport at N.J.A.C. 19:31C-3.

Natural Resource Inventory
The Natural Resource Inventory (NRI) was approved by FMERA’s Board in May 2015, in consideration of the Fort Monmouth Reuse and Redevelopment Plan (“Reuse Plan” and the natural resources inventories of the host municipalities. The NRI contains information on certain open space to be preserved and other environmental features to be preserved or protected.

Historic District Design Guidelines
The Historic District Design Guidelines were approved by FMERA’s Board in March 2015 and are intended to provide guidance on renovations, restorations and new additions to Fort Monmouth’s contributing historic resources in Oceanport and Eatontown. These Guidelines are not included in the Land Use Regulations and are provided for guidance and recommendation only.

Plan Amendment #20
This proposed amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Mega Parcel in the Eatontown and Oceanport Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in October 2023.  This Amendment was adopted by FMERA’s Board in February 2024.

Plan Amendment #19
This proposed amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Howard Commons parcel in the Eatontown Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in May 2022.  This Amendment was adopted by FMERA’s Board in September 2022.

Plan Amendment #18
This proposed amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Nurses Quarters parcel in the Oceanport Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in March 2022. This Amendment was adopted by FMERA’s Board in July 2022.

Plan Amendment #17
This proposed amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Howard Commons Parcel in the Eatontown Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in March 2021. This Amendment was adopted by FMERA’s Board in April 2021.

Plan Amendment #16
This proposed amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Barker Circle Parcel in the Oceanport Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in September 2020. This Amendment was adopted by FMERA’s Board in December 2020.

Plan Amendment #15
This proposed amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Commissary/PX/ Warehouse/Post Office parcels in the Oceanport Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in June 2020. This Amendment was adopted by FMERA’s Board in August 2020.

Plan Amendment #14
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Lodging in the Oceanport Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in January 2019.  This amendment was adopted by FMERA’s Board in May 2019.

Plan Amendment #13
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Squier Hall parcel in the Oceanport Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in December 2018. The amendment was adopted by FMERA’s Board in April 2019.

Plan Amendment #12 
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Myer Center parcel in the Tinton Falls Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in October 2018. The amendment was adopted by FMERA’s Board in January 2019.

Plan Amendment #11
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Allison Hall parcel in the Oceanport Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in September 2018. This amendment was adopted by FMERA’s Board in December 2018.

Plan Amendment #10
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for the Suneagles Golf Course in the Eatontown Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in March 2018. This amendment was adopted by FMERA’s Board in May 2018.

Plan Amendment #9 
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development scenario for two parcels in the Eatontown Reuse Area. This amendment was approved by the FMERA Board for transmittal to the host municipalities in September 2017. This amendment was adopted by FMERA’s Board in November 2017.

Plan Amendment #7
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development concept for the Fitness Center parcel in the Oceanport Reuse Area. This amendment was adopted by FMERA’s Board in August 2016.

Plan Amendment #6
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development concept for two parcels in the Oceanport Reuse Area. This amendment was adopted by FMERA’s Board in July 2016.

Plan Amendment #5
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development concept for the Pistol Range parcel in the Tinton Falls Reuse Area. This amendment was adopted by FMERA’s Board in May 2016.

Plan Amendment #4
This amendment to the Fort Monmouth Reuse Plan is intended to allow for alternative development concepts for two parcels in the Oceanport Reuse Area. This amendment was adopted by FMERA’s Board in January 2016.

Plan Amendment #3
This amendment to the Fort Monmouth Reuse Plan is intended to allow for alternative development concepts for several parcels in the Tinton Falls Reuse Area. This amendment was adopted by FMERA’s Board in November 2015.

Plan Amendment #2
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development concept for approximately 16 acres, referred to as the Patterson Clinic parcel, in the Oceanport Reuse Area. This amendment was adopted by FMERA’s Board in December 2012.

Plan Amendment #1
This amendment to the Fort Monmouth Reuse Plan is intended to allow for an alternative development concept for approximately 55 acres, referred to as Parcel E, in the Tinton Falls Reuse Area. This amendment was adopted by FMERA’s Board in May 2012.
